Man Charged With Animal Cruelty After Neglected Horses Found In Area

A Putnam County man is in custody and facing time in jail for allegedly abusing emaciated thoroughbred horses who were neglected, according to the SPCA.

The Putnam County SPCA announced on Wednesday, Dec. 26, that Putnam Valley resident Paul O’Dair has been arrested and charged with two counts of animal cruelty for allegedly abusing two horses.

Officers executed a warrant in Putnam Valley this week, removing the two “extremely neglected, gelded, thoroughbred horses," according to the Putnam County SPCA. "Equine veterinarians examined the horses and found them to be a 1 out of 5 on the equine body scale, which equates the horse’s body type to severe emaciation.”

Officials said the horses had no grain, no grass to graze, filthy un-mucked stalls, feces strewn about the paddock, and neglected and extremely unsafe conditions. The horses also had other issues showing severe neglect. They have since been removed to a horse rescue, where they are being cared for and provided with additional treatment from veterinarians.

O’Dair was arrested and charged with animal cruelty. He will face a year in prison on each count and faces a $1,000 fine if he is convicted. O’Dair was arraigned in the Town of Putnam Valley Court on Monday, Dec. 24 and is currently being held in Putnam County Jail. He is scheduled to appear in court at a later date.
